Export reports
Export reviewed SaveTether results to a new local folder and verify its contents before sharing.

Export is a local write, not an upload. First inspect review status, coverage, mappings, findings, and validation reasons. Ask the user to approve the export and choose an existing output directory; SaveTether creates a new report folder and does not overwrite an earlier report.
The folder contains Report.json, Changes.csv, and Report.html. JSON retains typed identities, exact strings, decisions, findings, status, coverage, and fingerprints. CSV includes coverage even when there are no changes and guards spreadsheet formulas. HTML escapes project text and links only to the companion local JSON and CSV.
Failed reviews cannot be exported. Partial or cancelled results retain their state and require explicit user approval to call export_report(output_directory, allow_partial=true); do not describe these as complete. SaveTether rechecks inputs and staged files, but an interrupted write can leave incomplete staging rather than a delivered report. A report is not an atomic snapshot or a compatibility guarantee.
